Halloween 2026: Calls for Tighter Controls on Firework Sales Over Safety Risks

Firecrackers and rockets can cause burns, mutilations and even fires if they are not used with proper precautions. Ahead of Halloween, the Spanish Consumers Association has called for tighter controls on their sale and stressed the importance of handling these products safely to prevent accidents.

Retailers that sell pyrotechnic products must meet a series of safety requirements that also apply to manufacturers and importers. In addition, not all firecrackers may be sold to the public or purchased at any age, as there are different categories based on their level of danger.

WHICH FIRECRACKERS CAN BE BOUGHT AND FROM WHAT AGE

Pyrotechnic articles are divided into four categories, ranging from least to most dangerous. Authorized retailers may only sell products in the first three categories, which are considered low- or medium-risk and intended for the general public. Category four products, by contrast, are highly dangerous and may only be handled by professionals.

The minimum age for purchasing them depends on their classification. Category one firecrackers may be purchased from the age of 12, category two products are permitted for those over 16, and category three products may only be sold to adults.

All these products must also carry the CE marking and include safety instructions in Spanish.

SEVEN RECOMMENDATIONS TO PREVENT FIREWORK ACCIDENTS

The Spanish Consumers Association stresses the need to take extreme precautions when using rockets and firecrackers, especially when minors are present. To reduce the risks, it has issued seven recommendations:

Use them in safe places. Choose areas where they cannot harm people or damage property. Supervise minors. An adult must always oversee minors when they use these products. Buy them from authorized retailers. Avoid sales points where there are doubts about their business activity or the necessary permits. Store them properly at home. Keep firecrackers out of the reach of minors and away from flammable products. Always light them on the ground. Never hold a firecracker in your hands and keep it away from your face. Do not relight them immediately if they fail. If a firecracker does not explode, do not try to light it again straight away. Act quickly in the event of a burn. Wash the affected area of skin with cold water and, if the injuries are serious, go immediately to a healthcare center or call the emergency services.

CALLS FOR MORE INSPECTIONS OF FIREWORK SALES

The Spanish Consumers Association is calling on the competent public authorities to carry out checks and inspections on the sale of these products to prevent risks to consumers.

The organization also encourages people to report any irregularities detected in their sale. Citizens can report such situations by emailing consultas@consumoenpositivo.es, so that the association can file the corresponding complaint with the competent authorities.
