The organization questions the application of the 8.18% increase on a uniform basis to homes, businesses, industries and large waste generators. UCARAGÓN believes that an identical increase for everyone should be supported by a more detailed analysis, since not all users generate the same amount of waste or use the service with the same intensity.
A FEE MORE CLOSELY LINKED TO THE WASTE GENERATED
UCARAGÓN recalls that Law 7/2022 on waste establishes the need to move toward the “polluter pays” principle. According to the organization, the municipal file itself acknowledges that there are currently no systems to individually measure the waste generated by each user, and therefore proposes gradually introducing a variable component into the fee.
The objections also focus on the costs used to calculate the amount. Specifically, UCARAGÓN is asking the City Council to provide details of the €369,727.20 in indirect costs included in the technical report, calculated using a rate of 21.65%, and to also explain how other expenses related to waste treatment and disposal are allocated.
INCENTIVES FOR THOSE WHO RECYCLE MORE
The Consumers’ Union is also proposing the introduction of financial discounts or incentives for citizens and businesses that reduce their waste, sort it correctly, use separate collection services or make use of recycling centers. The aim is for the fee to also reward good environmental practices and encourage recycling.
Among its requests, UCARAGÓN is calling for a review of the financial report underpinning the modification, an analysis of how much waste each user category generates, better justification of the costs and reconsideration of the uniform 8.18% increase.
